DESCRIPTION
Project S.A.F.E. is the HIV/AIDS prevention education, public awareness and outreach program of the Cleveland Treatment Center. The program provides culturally sensitive and competent public awareness, education services to the Greater Cleveland Community about HIV/AIDS and other sexually transmitted diseases. It focuses on methods of transmission and developing behaviors to reduce the negative impact of HIV/AIDS/STD’s. Project S.A.F.E. is staffed with Prevention Specialist, Chemical Dependency Counselors and indigenous Street and Community Outreach Workers. All staff are required to successfully complete the State of Ohio Department of Public Health’s certification process as related to client central HIV/AIDS counseling and testing protocols. The staff engages the target population one on one in group settings or classrooms at community based organizations and the Cuyahoga County Juvenile Detention Center. The target populations served are injection drug users and their sexual partners, sex workers, homeless or indigent persons, high-risk African American heterosexual females, men who have sex with men and youth engaged in negative risk taking behaviors.

The program utilizes a Public Health and Risk Reduction model, which focuses on protective factors, and D.E.B.I.’s (Diffusion of Effective Behavioral Interventions), as a “Best Practice” approach for delivering services. Project S.A.F.E. has a strong referral network with collaborative agreements with over 30 area service providers. Funding is made possible by grants received from the following: The Ohio Department of Alcohol and Drug Addiction Services Board, Ohio Department of Health, the Alcohol and Drug Addiction Services of Cuyahoga County and the City of Cleveland Health Department.
